glow plug light works, plug doesn't....

is this possible? I have been thinking it was afuel problem but I am inclined to think a glowplug. However the GP light works as it should. I start the car when cold on the diesel compression principle. Boy does it smoke! So my question is; can a plug be bad and the light still function normally? Should I replace them all? Or should Search for the bad one?

Use a DC voltmeter at each plug to confirm that there is voltage to each one when first turning on the key. Once confirmed replace ALL of them.
