What kind of car was it on?

Could anyone explain me what's so special on that plate ?
Does PMS24 mean something special.

PMS stands for Premenstrual Syndrome, or "That time of the Month" when some women become a different person.

24-7 means 24 hours a day, 7 days a week. Yikes!
