Driver's seat tilt lever

1981 280SL, R107: Driver's seat will not tilt forward to fold down for back seat access. The operation lever on the top left of upper seat seems to be activating somewhat on the outside click but not releasing over on the center fold down arm rest side. Is this cables and do they sometimes break or stretch? Also, is it much trouble to remove the leather seat cover without tearing it to get a look at what is causing the problem?

Cable to each side. Back panel is removable. Since it won't fold right now move it all the way forward and use the knob to tilt the seat back forward. There is one screw at the bottom of the cover. Cover is press board tucked in on both sides and top. Once you get it off you will see.
