Pick n pull doesn't know these are aluminum because they are painted black and look just like a steel rim....so you can get them for 15$....and sometimes with really nice tires for under 30$....

Bigger isn't always better. It really depends on your application. If I were putting them on a W115 I would use the 5.5 inch wheels - why waste the width if you are going with a stock size tire (and the stock size wheel was 5.5 anyway). People that want to go over stock size are better off with the 6" wheels in terms of tire choices.

My recollection is that you can put up to a 205/70/14 on the 5.5" wheels. But you have to check the specs on the particular tire and it will say that it is for wheel widths between x and y.
