On a scale of 1-10, 10 being difficult for the DIY. How hard is it to install the bracing?

You need:
* Floor jack.
* Jack stands.
* Special MB coil spring tool.
* Grinder to cut away the old one.
* Excellent welding skills.

This is a TEN because it is SAFETY...
Making a grinding or welding mistake here can cause death...

Actually, the MB recommended replacement procedure calls for the new spring perches to be riveted in, not welded. A total of 11 high strength rivets are called for on each perch (four on each "ear" and three in the middle). I believe these are the same location that the spot welds were done at the factory originally but apparently they are now calling for the rivet connection not the spot weld. The procedure is detailed in the WIS as AR62.10-P-0006E. It calls for a "Taurus 4 blind rivet tool" and "100mm extension" as being the recommended riveter.

Once you grind off the old perch do you need to reinforce the frame before you rivet on the new perch? Assuming that part of the frame will suffer from rust damage as well........

If the body metal is damaged, it must be repaired.
Some owners choose to reinforce the area, the MB FSM does not cover the question.

Taurus 4 is on MBUSA Standard equipment list. This is probably why it is called out in AR62.10-P-0006E.
I think there may be other hydraulic riveters that may be able to do the job.
That said I'm looking to purchase a used Taurus 4 or rent one for a weekend

Post AR62.10-P-003EC Check spring mount at front left and right

MB's official procedure calls for replacing mounts if corrosion is severe, if once removed you find that corrosion of the left/right longitudinal member(frame) is severe, the the whole section must be replaced. They do sell the entire section with the spring mount already attached.

The right ear on the bottom of my front passenger spring perch is cracked on the outside at the seam where it attaches to the car. When we tried to stick weld a brace the mastic began to burn. There must be a lot of rust underneath because a hole burned in the sub structure beneath the mount near the top. If I were to remove the spring and lightly go over the area with a wire wheel how likely would it be that I would speed up the or cause the failure of the perch right there?
Does anyone have the part number for the reinforcement? My dealer can't find it. Not the striker plate.
