Exclamation parking brake problem

Need help! How do you release cable at the center spliter for parking brake. When changing parking brake shoes on my 98 ML320 cable pulled in. Cable spliter has has a toothed ecentric to keep cable tight.

The center spliter is above the front drive shaft. The cables from each side connect here with the cable that comes from the foot pedal inside the car.

Doc,
exactly how to do that automatic adjuster, the WIS document is so moronic that I cannot understand well enough to know what it means. I crawed under the truck and try to turn that damn thing and it won't turn either direction. It says to preload while adjusting the parking brake while release tension after adjustment is done. Could you or anyone explain it in a layman's term? I spent half an hour under the truck messing with that adjuster plate to no avail.

thanks much for your help.
