2000 ML430 Broken headlight adjusters.

My headlights have been mis-aimed for quite awhile now. I finally got around to adjusting them, but one ajuster in each headlight is broken. The up/down on the driver's side, and the left/right on the passenger side don't do anything. They both turn just fine, but nothing moves inside the headlamp itself. It is like the adjuster screw isn't connected to anything inside. Has anyone heard of this before? Is it something that can be fixed, or should I look at upgrading to the newer projector style lights?
