I am not sure what you are implying here. That is a french car (Citroen) and I think it is a really funky ad.

From an advertising standpoint, really a pretty good ad! Attention-getting, and leaves one with the question "what technology is this car alive with?" If they sold that make here, the ad would at least prompt me to call my local dealer and ask. And motivating potential customer contact with a dealer is the real purpose of all car ads.
