Underwear Police? Virginians May Be Fined For Low-Cut Pants
People Would Face $50 Fine

RICHMOND, Va. -- A Norfolk, Va., legislator says the droopy-drawers bill may be his legacy. Should a state have the right to fine people whose underwear show above their pants?

The Virginia House of Delegates has tentatively approved a bill to crack down on people who wear low-riding pants.

Freshman Norfolk Delegate Algie Howell Jr. introduced the bill at the urging of constituents who are offended by the exposed underwear.

Howell said, "That's why they're called undergarments. They're supposed to be worn under something else."

Delegates approved a measure that would allow police to assess a $50 fine on anyone who exposes their below-waist underpants in a "lewd or indecent manner."

Howell said that since he introduced it last month, he's been deluged with calls and e-mails about the issue, mostly positive.

Howell told The Virginian-Pilot that he kept hearing from customers in his barber shop that something needed to be done about young people who wear their pants around their knees, exposing their underwear.

When a House subcommittee took up the matter, the response was sympathetic yet skeptical because of legal issues.

It's going to the House floor for a vote.

It should be a crime, with a penalty of $10,000., for these stupid SOB's to spend taxpayers hard earned money by even discussing something as frivilous as this bill.

Guess I won't be filming my next rap video in VA.

Another propsed VA law is to make it illegal for someone under the age of 18 to talk on the cell phone while driving. A good idea, but may prove difficult to enforce.

How the freakin' heck would that sitch impose racial profiling? My God are we a screwed up nation!

People should have the right to wear what they want, sure. So long as their body is not exposed in a ridiculous manner. For instance, you don't have some chick in a thong and topless cruising down urban streets. That's just social indecency. Excuse: "BUT I HAVE A RIGHT TO WEAR WHAT I WANT". Or lack thereof. 1st amendment, remember?

Well, I don't want my kids seeing a bunch of "funny, naked people" taking the crosswalk in front of my car.

There are two extremes. Key is to remain centered. I think that bill was a little over the top..

I have a right to piss on the Capitol's lawn. I am just expressing myself.

I'm glad this was struck down. It is completely ridiculous that people were actually paid to deliberate this. Although it may scare some of the older, more socially conservative members of the populace, there is nothing obscene about this manner of wearing clothes. Would I dress like this? No, but I'm getting on in the years. The government should not ever have the desire or ability to dictate morality in such a fashion.
