I can't see why anyone would rebuild there or what insurance company (other than USA) would insure them again. It is a poor risk, especially for the next few years of the stronger hurrican cycle.

There is no risk, they are licensed to steal from the rest of us to cover the losses. Beach, mountainside and submarine (below sea level) development are all foolish, we all pay for the view from the top.
When I was a teenager Gulf Shores was just a bunch of cheap camps. Now it is wall to wall high rise condos. The attraction is gone and it cost me more now than ever, even though I no longer go there. All of us pay more for insurance to subsidize this foolishness. By the way, we pay more for insurance here to subsidize overseas insurance so they can move all of the jobs over there.
