Mothballs and aluminum foil but if your yard is covered in aluminum it might mess up the reception for your neighbors who have Siris and Direct t.v...

You said feral cats, as in homeless cats, not outdoor cats who live with someone, right?

There is a simple formula: No food = no cats.

If there is food, the cats will come. It's what they do, they find food. All of the rest is just details.

If the 'nutty neighbor' stops leaving food, and there is no other food source, they will go elsewhere.

Right, feral as in they were strays 'til the nutty guy started putting food out. He didn't bring any of them when he moved in. He's a real recluse -- never answers his door or says a word when I see him (I *do* try to wave and say hello when I see him outside, but I don't think he's "all there" if you dig). In other words, I don't think asking him to stop leaving food out is an option.

Looks like that cat has been through some serious $hit.

I would call animal control or a humane society to help get rid of them. I have strays all over the place. I think their owners moved away and just left them behind because some of them have collars. They have destroyed the natural presence of squirrels, rabbits, chipmunks and the many birds that once populated my illustrious backyard. I am a cat fan so I can't say I'm too bothered. I have heard the spray repellant does work, though. Here's a few of them lounging on my patio furniture.
