will a UK Win XP game play on a US PC?

I'm exposing my ignorance here but will this game -

play on a US PC that meets the system requirements? Does any of that PAL and NTSC garbage apply to PC video cards and monitors?

No, digital monitors are the same worldwide . . . NTSC and PAL refer to analog video formats.

Aren't PC refresh rates dictated by the AC power line?

I would think that the game play frame speed distributed by the software was originally encoded for a PC refresh rate based on the coutry of origin. US is based on 60 Hz, so I'm not sure how the Euro version would be compatible?

Most CRT monitors and video cards for PCs are "multiscan" meaning that they can vary refresh rates to eliminate flicker in the display. LCD displays are single frequency.

It'll work just fine. There are a few games that I've bought the UK/Europe version because the US versions get neutered.

Just be sure you download the right patches and updates if you need to patch the game.
