If I remember correctly, the plate has to be affixed to the front. So, stick it in the windshield. A lot of people do. I went to the CHP office for my window tint(showed up with no front plate, BTW) got signed off and went about doing whatever his majesty allowed. Wait for the notice, should have more details.
