iPad speaker volume limit

Is there an app to limit the open speaker volume or disable the manual speaker volume buttons on a first generation iPad? Primary intent is so toddlers don't crank the volume.

Settings> Music > Volume limit > set the max and then Lock Volume Limit

Thanks but that setting doesn't affect the audio component of video and other apps.

Yes, it doesn't affect video playback. Instruct the child "do not touch" on the volume rocker . . . or put a piece of tape over it.
