Why are there so many cars on craigslist with No title?

I am baffled as why there are so many cars in our local Craigslist without Titles.

In Missouri it is illegal to sell a car without a title;... and to create a title in Missouri is such a hassle it is almost impossible for an ordinary citizen.
Where do all the titles go?
