Commercial Banks have had over 250 years to "Fine Tune" their ability to Screw Citizens here in the U.S. "Standardization" is the biggest effort they've been involved in. They aren't bright enough to figure out how to manipulate 50 different State Jurisdictions like the Insurance Industry has done. The default sequence for Commercial Banks is Always, Federal. Be Very,Very,Very Careful! You think it's your Money,But They Know it's eventually ALL THEIRS.
