If only there were an independent, non-governmental organization that could look into and potentially litigate on behalf of the public . . . oh, wait . .

ACLU's examination of the documents shows that many of the agencies purchased devices without soliciting bids.

never mind.

Cell phone, ankle bracelet, what's the difference? You know you are guilty.

I am currently employed helping a local district select Common Core based curriculum. I am intimately familiar with CC standards and implementation. What exactly are you talking about?

I wonder if the solicitors for the agencies who purchased these items were ever tasked to render an opinion if execution of the manufacturer's non-disclosure agreement trumps the application of constitutional law. If so, the opinions would make interesting reading.

Beware of geeks bearing gifts. This is what 'smart' cell phones are all about. Get people hooked on an intrusive technology as 'entertainment' then once they're addicted, use it to monitor what they do. What do you think farcebook is for? Go Lemmings Go !!!

A technology is what you make of it. Cell phones can be not carried, switched off, or even (in a lot of cases) have the battery pulled. I find a smart phone rather convenient if I'm in Southern California on the road and I need to SSH into a server to update or fix something.

It doesn't mean I'm using it to post "I'm using the water closet again" to Facebook every five hours.

As far as the Stingray devices ... what's the legality of spoofing a cell tower (these seem to be spoofing devices, not just passive receivers)? What if someone needs to make a 911 call and can't due to the Stingray device -- I'd imagine that the FCC would look cross-eyed at something like that. It's likely in the same category as cell jammers.

Proper way to do this is to get a subpoena from a judge and get the data from the mobile company itself.

New York City's police have made extensive use of covert devices to track cell phones without obtaining warrants since 2008, a civil liberties group said on Thursday, revealing how frequently law enforcement in the largest U.S. city has employed the technology.

The New York Civil Liberties Union released files that showed the New York Police Department used "cell site simulators" to track nearby cell phones more than a 1,000 times over the past eight years.
