Water is hardly ever full hot temp when you first turn it on. That said, businesses need to be careful about that. I worked at a restaurant in '74, the hot water for hand washing in the bathroom was incredibly hot. If you didn't watch out you could definitely burn your hands. It's a low budget mistake, using the same water heater that feeds your dishwasher for bathroom use.
