If I am following correctly , the motors work . It sounds to me that you have a short somewhere in the wiring , or a ground is missing.
I would try
Running a 12 v power and a ground from fuse...

Agree. You should see no bubbles in the brake fluid reservoir and should be clear of bubbles when exiting ports . It can take time. But it will work out

they are on different circuits, check to see if you are getting 12 v on each side of turn signal and hazard fuse circuits. Looking at fuses can be deceiving If you have power there then check also...
