Forgive my ignorance, but is the plastic jaw inside the door panel? Is this a simple fix or something that should be handled by a mechanic?

I Just Bough A Used 86 420 Sel In Pretty Good Shape/105k Miles.
The Rear Window Went Down But Is Not Not Coming Up.

I Can Hear The Motor But Nothing Is Happening. All 3 Other Windows Work Fine.
