Running WVO you will pass any emissions test.

Gut the trap oxidizer and reinstall it.

Yes, that would cause power loss and failure to start.
I hope it did not hurt the turbo seal/bearing.

The injection pump could ba bad = flooding the cylinders with fuel.

Do you mean it will not crank?
What fuel are you feeding it?
Did they try feeding the injection pump pure diesel purge?
Is there fuel pressure to the injectors?
