Neither, I tested it against another one I had and both acted the same. I believe the problem is that my adjustment of fuel quantity was still allowing fuel flow, the linkage had at least another...

This would be for internal issues, my vac element was not pulling far enough to cut fuel completely.

Vac was good but car was still not shutting off...

I used a spare metal ring that goes on the shutoff valve from another IP as a spacer. Car shuts off instantly now.
