A fuse blown is rarely the cause. You have a short. I would start at the window switches, looking for a pinched wire. But it did take 17 posts to have you check the fuse! :)

13 posts and it appears the OP still hasn't replaced the fuse. You say you have power TO the fuse but do you have power out the other side?

Yes it could be the switch. Easily determined. Swap switches, does the problem move to the other windows? Lets wait to hear what the fuse replacement does.

Classic symptom of a corroded, loose or cracked...
Classic symptom of a corroded, loose or cracked fuse. The windows are wired left front right rear thru one fuse and the other way thru the other fuse. Replace the fuse 1st. Report back.
