Maybe. On the 616 visco clutch there was a tab which could be bent down to activate the clutch at all times if the visco part failed. Perhaps there is on your clutch too and someone bent the tab...

I can't explain the change in angle of the clutch springs. Something doesn't seem right. I too would expect a slightly upwards (outwards) angle.
