1984 300D Turbo
My transmission shifts at 3500 RPM 1st – 2nd gear and at 4500 RPM for 2nd to 3rd gear. I haven’t taken it above that but it suspect the other gears would shift at 4500 too.
I have tried many things in attempt to fix this and now don’t know what to do next.

Some background information…
I have spent the last week getting the vacuum system back to original. It had tons of leaks and faulty valves (main check valve on the vacuum pump / white valves on top of the valve cover).
The only thing that I have not replaced on the vacuum system is the valve that adjusts pressure to the modulator and the modulator itself. This is because the valve on the IP seems to reduce pressure correctly and the modulator holds pressure when tested with a vacuum pump.
I have also road tested the car with a vacuum pump hooked directly to the modulator, manually adjusting the vacuum to the modulator as I drive. By doing this I can get the transmission to flare or shift hard by, so I suspect it is good.
Another thing I have tried was adjusting the cable connected to the throttle going to the transmission. I finally just unhooked it completely to see if that would make a difference in shifting. It still shifted late.
