Much of it is 'feel' as the cable tells the gearbox how much power is being asked of the engine. By slacking the cable, the box 'thinks' you are applying less power at a given pedal depression, which will likely produce a softer upshift at a lower speed. Cable adjustment, thus, is to some degree a matter of preference and feel.
