electric coolant pump on 1984 300cd

i was wondering which port on the pump is the ouput and which port is the input.

secondly, when should this pump turn on? i tested this one for 12 volts when the heater was on high and the car was at idle, and the was no voltage. i also tested it for voltage with the heater on high and the engine at 3000rpm, and still not voltage.

i turned the car off and connected the pump to the battery to test if it worked, and it does work when it gets 12 volts.
