86 2.3 engine loping

I have a 1986 230E Euro. It is a 300E with a 982 2.3 engine which is similar to the 190E non 16v 2.3. The engine has developed a kind of surging on accelaration. Recent tune up. New filters and new CIS sensor. The surging is like pressing on the accelarator releasing and pressing again. I have checked all wiring, vacuum and all sensors on the thermo block. Sometimes when accelarating from idle it will shake until it starts moving. Any thoughts would be greatly appreciated. I am at wits end. With 130K it is due for valve seals but the oil consumption is not excessive. Quart every 1200 miles.

Just went through this with a 300te, vacum leak at the throttle body, small leak at the ISC motor, o2 our of range and slow, and coolant temp sensor dead.
