climate control unit

I have an 88 190e 2.3. The a\c doesn't work, and during testing I have found I don't have a reading at #10 pin in the kilma. If I ground the low pressure switch, the compressor kicks on. I have checked the wiring to the climate control, and it is good. Does this mean the climate control unit is at fault.
