VA Safety Inspection

My teenage son's 95 Nissan Altima needs a Virginia State Safety Inspection this month, but not an emissions inspection. The Check Engine Light is on, and the codes say both Knock Sensor and O2 Sensor. Safety Inspection Item 17 says:

"17. – INSPECT AIR POLLUTION CONTROL SYSTEM (1973 and Subsequent Models) FOR:

Installation.
Operation.
(NOTE: This includes the catalytic converter and the fuel tank filler pipe.) "

Anyone know if the CEL will cause a failure of the Safety Inspection in Virginia?

Yes.........thats an automatic failure if the inspector does things by the book...same with visible smoke from the exhaust.
