rear wheel slants inward

My 1980 300TD had a flat about a month ago, that I drove on for about half a block to get to safe place to change the tire. After driving on the full size spare for a few weeks, and after getting new tires all around, I noticed that the rear wheel where the flat was slants inward.

I wouldn't have even noticed the slant if the car didn't make a horrible scrapping noise after about 30 minutes of highway driving. Once the car is stopped for a bit and driving resumes, the noise goes away for maybe 10 more miles of driving then returns. The noise cannot be duplicated on around town trips. I am certain that the noise and the wheel slant are connected, but I am not sure where to start looking for the slant problem.

Is it a suspension problem? Axle? Any and all ideas are welcome. Has this happened to anyone else?
