seat belts

In a 1993 Mercedes 400 SEL. what is wrong with a right rear seat belt that can not be extened to buckel around a passanger with the ignition key turned on or off? Is there the possibility of a fuse for this one retractor. All of the other rectractors work fine.

could just need a little oil

or could be a part of the belt trapped under the seat preventing proper op.
