Question valve adjustment

i have an overhead 4 cylinder engine and would like to know how to adjust the valves...i.e: where should my cam lobe be when i insert the feeler gauge on each valve???on the low side? the high side? or just before or after the cam reaches it max height...any help will be greatly appreciated

Opposite the lobe... The valve will be fully closed. This is the only time the slack can be measured
