Vacuum reservoir leak?

Hi.

I have isolated my leak to the vacuum reservoir in the back of my 85 TD 300 wagon. The vacuum pressure when the reservoir is hooked up goes to only 5". When I disconnect it at the tank connection, the pressure goes up to 15"-20".

Could the reservoir have gone bad? Even with a new connecting rubber tube - to the yellow-with-black-line the pressure is not holding.

Please advise.
