Drains on rocker panel (leaks and drains thread)

When washing my car today I noticed a drain about 1/2 way back under the rocker panel. What is this drain for?
Also, does anyone know how you clean out the "mud guards" that go out the back wheel well for the sunroof drains? I heard someone mention them.

Maybe. I went back out and looked and the drain is only on the driverside. Not on the passenger side.

About the drains behind the rear tires. I stuck my finger in them and it seems like a plunger in there- no water came out, so I am assuming that they are not clogged.

Well, I went back again and looked and there is one on the passenger side it seems, but that little tube thing is missing.
