valves fit question on 116

Took head apart to resolve cyl 8 fouling, discovered valves covered with thick carbon, all other cylinders look good.
Pulled valves on cyl 8 and the exhaust valve slides easily compared to the inlet valve, is that normal? went ahead and pulled no7 exhaust valve and it slides out of the guide easy as well. Have a feeling that all I need is new stem seals. Now I need to figure out what parts especially rubber ones I need to replace. Injector o rings etc.
Does any one know how tight the valves go on the guides?
