How to open the hood, when the hood cable release inside the
car breaks and does not release the lever on the front grille ?

Major angst, here....

Depends on where it breaks. If the lever or cable at the lever breaks, grab the end with a visegrip and pull while someone else pushes down on the hood.

If it has broken at the other end.... good luck. We have done it in the shop but I couldn't tell you how.
