Help! My electrical is possessed!

I've had an 86 300E for 2 years - great car! but I have serious issues with a specific part of my electrical system.

My car overheats constantly - everytime I drive it.
The auxillary fan has never worked - right out of the blue it came on yesterday!
The heater blower motor has only worked twice since I've owned the car. After turning the car off and back on it then acts dead again.
The headlight wipers don't work
Sometimes the transmission acts crazy.

I don't have a shop manual - only the owners "bible". I noticed that all of these things are on the same fuse. The fuse looks brand new.

What has me stumped is that I thought that I had several dead components. But in the last few weeks, I've seen life in parts that I thought were dead!

I'm no electrician - any ideas? I also found today when I had the center console open that the cigar lighter wires have been cut - have no idea if the wire has been terminated or spliced together - have to dig deeper, would this have anything to do with my other problems?

ANY IDEAS would be helpful! ! ! !

sounds like....another OVP/ground issue.

Identify and clean all of the grounding points on the car. You will be surprised at all of the
Components that will come back to life.
