The 6.9s and 7.3s take awhile to prime which is why you don't want to run out of fuel. Also there is a check valve in the transfer pump that may have gone South. Most guys install the $35.00 electric fuel pump from Napa parts to get around the priming issue after filter changes and such.

Remove the return to the tank from the pump. Atatch a facet fuel pump to the pump. Switch the ignition on to open the stop solonoid then switch the facet fuel pump on and wait until it passes fuel then reconnect the pipes as they should be.
Finally crack off all the injector pipes at th injectors and spin it over until they p1ss out fuel. When you now try to start it it should fire on the button.
