Maybe the fuel/air mix needs checking, the fast idle control is under the airbox (which engine is it?).
Mike.

88 190 e engine rewplacement
hi Mike........its a 2.3 engine...I am pretty sure its got something to do with electrial sensors for heat havent actually tested them yet but was checking for loose wires and such turned off heater inside and the problem stopped then when backing out of garage to go in for dinner blew a fuse for dash gauges grrrr... Replaced block used my intake and exhaust and put sensors from my old motor in have checked grounds and havent found anything loose

How much of the engine did you actually replace? For instance, if all the original manifolds and accessories were bolted back on, then I would look for something electrical left disconnected, like a ground strap or a plug/socket somewhere. If it was a complete used engine, then there may also be some incompatibilities of controls/sensors.
Check missing ground strap first, though, since the lights get bright/dim. Steve
