Transmission Delay Actuator

I have followed the green vacuum line from the switch over valve to the actuator unit on the side of the transmission and noticed it wasn't plugged in to the port because the red ports vacuum line was looped over and in to it instead. Did my vehicles previous owner replace this item and am i looking at the updated part? Also where does the red port tubing hook into if not the green port, and what of the green vacuum line? I am Totally new to this forums an in all forums in general. Any help would be greatly appreciated. Im am driving an 94 w124 with the twin cam motor.
