if my air mass meter is not working can that stop my a/c fans of working to

I'm not sure what you mean by "a/c fan"... would this be the cooling fan under the hood, or the fan for the dash vent? Either way, the answer would be no.

What makes you think your AMM isn't working?

on the newer V-6 and V-8 engines, i have seen if the yellow wire at the maf is severed the fans will run always, but the a/c worked fine.
