91 560 SEL. There is a air vent in the back of the center console. Independent of the temperature setting, it always blows cold air. I would expect that this vent would produce air at the same temperature as the dash vents.

Your thoughts?

That is the way that the system is designed, the heat for the rear seats comes out from under the front seats. Only fresh air OR A/C comes out of the vent! You should be able to turn that off in winter w/lever.

My manual states that that vent is to "deliver either non-heated fresh air or cooled air". Heated air is delivered to the rear from under the front seats.

Is the heat also delivered under the front seats on the 90 model?

If you still get cold air with the vent closed off there is an adjusment for the cable that controls the flap. It is located either under the center console woodgrain or on the left side of the trans tunnel. Check you repair manual. Adjusting this will close the vent flap tighter.
