Does the engine start & run??? What is the problem?? Does the system have at least 75-80psi fuel pressure?

If the fuel pump is running no fuel is injected until the plate is "sucked" down by engine vacuum....

Fuel pressure is 70 psi at pump, 3 at distubuter. when tee is shut off is70 psi. car doesnot run it try's to and so i think the cold start inj. is why .but now no start. the distubuter is rebuilt and wondering is shims need to be changed in pressure reg. in dist. how far does sensor plate travel down before injectors spray. If pinch return line will shoot up to 100. it has differant readings at differant times when testing. thanks
