Red face 1997 E320 diagnostics please

I am having an electrical problem. My question is do you guys think it is the ignition switch or the K40 relay?

I have had this happen twice. First time shut off car, took key out and everything was still getting power, radio, climate control, dash, etc. accompanied by a loud buzzing sound from throttle actuator. I tryed to start in this condition and started/engine turned but no start. disconnected battery, reconnected 5 minutes later and everything was fine.

Today I shut the car off and took the key to the off postion and for a second everything repowered( dash lights turned on with warning lights) like the position before starting the car. I pulled the key out and luckily everything shut off.

So what do you guys think sticking K40 regulator or ignition?

thanks everyone.
