While the valve body is out, check the TV plunger to see if it’s stuck in, what the Bowden cable pushes on. A little dirt in, on the governor screen is normal, you don’t what then plugged.

If the plunger is not stuck, remove the governor and check for a stuck valve and or damage to the governor body = a bad case. Can you post a picture of the pieces in the pan

The vacuum modulator on a 722.3,4 and 5 transmissions does not control, command the transmission to shift.

Fixed

After removing front and rear valve bodies, checking governor valve action, kick-down solenoid, TV (cable actuated) valve on valve body, action of 1-2 shift command valve and a few others, all I found was some dirt in one of the little screens in the rear valve body (as suggested by David S Poole). Everything seemed fine otherwise. I put it all back together with new gaskets and now transmission works fine. I guess it must have been the small amount of dirt clogging the thimble-shaped screen. This has certainly taught me to be more dilligent about trans fluid changes.

Thankyou all for the helpful suggestions!

The debris in the picture look like pieces of the valve body separator plate gasket. It's a thick paper like gasket that sometimes tears/breaks apart during removal........

The thimble screens are located on the oil-separator plate.
