38 to 16 interface cable & OBDII scanner - success stories ?

My 1997 C280 only has the 38 socket (I live in Brazil).
Did a lot of research in an effort to buy an affordable OBDII scanner. The Actron CP9145, for instance, looks great for about 200 dollars.
The point is that just using the converter cable is far from solving the problem. (mixed reviews and some lack of functionality when it works)
I contacted the cable seller and he said that Actrons, for instance, may not be Ok due to power supply issues.
So, my questions :
1. Any success story ? (brand, model?)
2. Given the impaired functionality what is the best option: a full function scanner or a basic code reader/eraser ? (saving the $$ paid for useless features)

PS: I am NOT a DIY person. But have a lot of interest in knowing/managing the process.
PS2: Because of that I can afford some lack of functionality
