Unhappy Rear end Sag

Ok, iv done a search on the topic and found plenty of threads, but none that ever came up with one good solution to the problem. So here it is. What fixes this sag for good?? My current ride hight from the top of the fender to the ground is 24'', and i cant quite see the tops of my rear tires. It really gives the car an ugly heavy feeling, and im not sure how to fix it. My rims are 16'' and i cant remember my tire size.....please offer your opinion, its driving me crazy !!

Oh and on a side note, does anyone know how to fix a pop in the front drivers side area when i back up and turn?? Its really embarassing I also get a rummble at certain speeds from the same area. My theory is a loose shock thats causing both.....
