Cold start problem (1989 190E)

I've got a 1989 190E 2.6 that has trouble starting when cold. It just cranks and cranks but never starts. I can spray starting fluid in the throttle body and it'll start right up (and start fine every time after that until it cools off again). I've replaced the OVP relay (and the fuses on top). I'm measuring about 4v at the cold start injector during cranking. If I remember right I should be getting the full 12v, right? Any ideas where to look next?
