On a car?

Please identify what year and vehicle it is that you can't open the hood on...or no one can give you an answer!

If you look through the grill (with a flashlight) you might see the latch that holds the hood (under the "slotdrager"--the metal part that runs from fender to fender over the headlights) and you have to push it to the right (sitting in front of the grill staring at the latch) with a screwdriver or something.

I presume that you started to look under your lower dash panel (removed after unscrewing 5 Phillips screws and 1 plastic nut) to see if you can find the cable there (if it is broken inside the car instead of under the hood).
If it is broken inside the car you can just pull the cable with the proper tool.

good luck & greetingz,
